When Rafael signed his contract as Liverpool manager it stated he could only make recommendations on players contracts.Rick Parry, the chief executive is in charge of all tranfers and signings of players.
Rafael wants to begin talks with players that he wishes to sign before the transfer window opens in january because it will be too late as other clubs will have made offers before then. He held a meeting with Rick Parry but nothing became of it so he went directly to the new owners.
One of the owners then told rafael to "quit talking about new players and to coach the players we have”.
The 2 owners are not prepared to discuss transfer targets until they meet Benitez next month. Benitez is unhappy because he cannot tie up Mascheranos contract which ends in the summer. Barcelona have began talks with him and have offered him 17£ million so Liverpool could lose one of their vital players
